Responsibility boundaries matter

Many project failures occur between scopes: the OEM assumes plant IT will provision certificates, the integrator assumes instrumentation is calibrated, or the owner assumes source code and licenses are included. A responsibility assignment matrix should name the accountable party for architecture, cybersecurity, safety validation, data ownership, backups, training, and final acceptance.
